I think you are going to be an angry boy, cos I can't see that happening until we have hit 50-60% vaccination. Vaccinated people can still transmit. That would be like asking the feds to open up international for the vaccinated people.
Look at UK, delta is on the rise, and they have had to postpone their freedumb day for another 4 weeks. I think the 4 weeks is to buy them time to see if the increase in cases causes increase in hospitalisations. If not, then they are going to open up, regardless of cases, my guess.
