Given out at the airport, you can set the geofence radius when given out, track them home. I would then get them to return it on day 13, return point can be a testing station, back home and if you get your neg result next day you are free.

much better to have an inbuilt 5000volt device to zap them on the neck if they get too far away from a base......we had one for the dog...worked great.
