The virus is normally piggy backing on something. Coughing doesn't just put out a naked virus particle. The mask will capture the vehicle the virus is traveling on most of the time, so while not perfect, to say that they are ineffective is only true in rarer scenarios.
Globs of phlegm coughed into a hand and then transferred on to hand rails, sneezes blasting out aerosols of droplets with virus, that is where it is at.
