yes they are the same, the EF has a cog wheel at the back that can be split off or left on, but otherwise no difference.

The EL one is missing the ring. If you decide to put your old ring onto the EL balancer, be careful you dont split it, and make sure you put it on at the right angle - it sets your base ignition timing.

EF balancers changed 8/96, don't know what the difference is but guy at motor traders told me
