HOON drivers will be slugged with increased speeding fines of up to $900, while fines for low-level offences will drop.

The fine for speeding less than 10km/h over the limit will fall from $260 to $150, but demerit points will double from one to two, as part of changes to expiation notices from September 1.

Exceeding the limit by more than 45km/h will incur a fine that increases from $671 to $900 with demerit points rising from six to nine, targeting those who blatantly disregard the law.

Fines for speeding road trains will range from $400 to $1000.

The Government has denied the changes will result in any extra funds for the state's coffers, with Road Safety Minister Jennifer Rankine saying it would mean repeat offenders would lose their licence faster.

Motorists lose their licence when they incur 12 demerit points, or four for a learner's permit or provisional licence. Centre for Automotive Research head Professor Mary Lydon praised the Government's move.

RAA road safety senior manager Wendy Bevan said the decision put road safety before revenue raising.

"Our research also shows that incurring demerit points and the risk of losing your licence was one of the biggest deterrents for speeding, not fines."

But Australian Driving Institute director Cameron Wearing said safer cars and roads plus better driving were the main elements to reducing the road toll.

Nothing wrong with what Mr Wearing says, better driving encompasses a host of behaviours, but:


Responsible journalism? quoting washed up racing car drivers running advanced driving courses where these courses have proven to even have -ve effects on accident rates of their particpants?

Quoting some of those at the sharp end of the SA gov's research.....too hard.

Sounds like little to complain about in the SA gov's initiatives, gets idiots off the road quicker, though personally I dont have any problem with having those that can't obey basic laws contribute more in taxes/fines.

Speeding trucks, would like to see the fines tied to the fully loaded capability of the vehicle. ie if the truck is rated at 40tonnes fully loaded(regardless of how much it is carrying at the time), they pay forty times what a car driver would for the same offence.

I'd just wish they'd put all that coin into improving the roads here. I have NEVER driven on such poor quality roads. I mean, do we rally need those 12 man hole covers (per every 20 meters) in my lane/tracks ?????

See what confuses me is how we DON'T have perfect quality roads, since EVERY time I get in my car and drive anywhere in Adelaide I'm held up by some form of roadworks, with the amount of roadworks we have I thought we'd have insane perfect roads by now.

But instead, they just patch bits.

What they are doing is changing the brackets for speeding into 10kmh increments.
Traffice Police in SA only fine people for travelling 9 over the limit or more, which is well known! I would say they will be reducing tolerances, and so make more money, people will get more points, and if you are in the 10 to 20 and over, the fine will be more not less,and points will be even more!!
Nice the way they pretend they are going to make less money!! See below

"The changes will see speeding fine brackets rise every 10km/h instead of 15km/h now and there will be five brackets instead of four. SA Police infringement data show 38 per cent of expiation notices in 2011 were for speeding by less than 10km/h while about 79 per cent were for speeding by less than 15km/h."

Here you go! Its actaully more expensive for 10-15 over (where MOST of the fines are collected!!)!! :
"From September, motorists who break the speed limit by between 10 and 20km/h will face a $330 fine, also down from $383 (the 383 is for 15 to 30 over previously), but those who drive faster will face bigger penalties, including a $900 fine and nine demerit points for driving more than 45km/h over the limit."

Thanks for the clarification EDManual. That's how I read it too. It may sound like we are getting a reprieve in SA but in fact it will hurt you more in the hip pocket and will be lining govco's pockets more so with the new speed brackets.

It's actually worse with this new law revision.

Do the crime, do the time. You speed you pay, and SA Police are pretty damn tolerant compared to many of our countries finest.

A shift in focus from the low level offender to the more significant is a decent thing, and will save my wife significant money. THOUGH, she'd likely have lost her right to drive by now

Why is it we always look for what we perceive to be wrong, instead of welcoming what is right for a change (not aimed at anyone by the way just a general observation).

the problem with this line of thought (and I agree by the way) is that everytime I go to the city and i try to keep up with traffic flow they are all doing a minimum of 5- 10 kilometres over

Because too many are becoming conditioned to "speeding is baaaad m'kay" and this is just like re-arranging the deck chairs on the titanic. Sometime speeding is DANGEROUS other time not so much but the solution of choice for all situations is "let them commit the offence and then fine them".

My favorite speeding offense is "speeding in a school zone".

If you take away the whole wowserism aspect and assume that the people who are exceeding the limit in a school zone are doing due to extraneous circumstances and not purposely endangering children then a VERY frightening aspect appears.

The police set up their LIDAR/RADAR at the end of the school zones to catch persons speeding. In order for them to achieve this the must purposely endanger children rather than stand at the incoming end and actually slow the potential speeding drivers down.

The wowsers will cry "but they will learn a lesson and not do it again" basing their sage wisdom on the assuption that the driver regularly drives on that road and purposely endangers the children. The drivers are not the ones using children as bait in a trap.

We have a large crocodile in the Mary River here at the moment that is proving to be rather hard to catch and relocate.
If we put some school kids into the river as bait that may draw out the croc so it would be easier to catch after all catching the croc is more improtant than the kids lives........isn't it?

Would a child accidentally eaten by the croc be a greater tragedy than one killed in a traffic accident in front of a school while there was a speed trap operating?

drivers that crash are quite inconsiderate as well. the police spend a lot of time working out what areas are 'black spots' to put their equipment (you know, bottom of hills, over a rise, near a change of speed where the sign is obscured etc etc) and then these people go and have their accidents some place else.

Well said Flappy. I always wondered how this style of argument would stand up in a court of law if it could be proven that the cops are in fact using these type of circumstances as bait, AND the said speeding, dangerous 'scum to society' actually kills a child before realizing he/she was clocked doing 10km over the speed limit.

The way I see it, police presence is a far better speed reducing deterrent than the 'catch them in the act' scenario in this particular situation. no?

Gawd you guys are so easily fired up

My comments were made in isolation to the changes being made. The fines are there, the points are there and unfortunately we have to live with them. To me they are positive changes to a system that remains imperfect. My wife constantly disregards posted limits, and under the new regime would have paid less $ and had her licence suspended by now. The points for her are more of a deterrent than the $. It'd work for her.

Disclaimer: This is coming from someone who has had a single fine in 2003 in 28 years of driving (from the famed Stawell plods). So maybe call me back later when I'm more disenchanted

I dunno Pepe. Don't get me wrong mate, I'm not having a go at you bloke, just that I have a more cynical opinion.

I have no facts or evidence of this so take it as you will BUT,

I think this regime has elements of underlying motives in improving cashflow from primary offenders (Those that do under 15km over limit - probably 70% of offences in this spectrum) while still appearing to come off as problem solving by targeting gross offenders in the same blow.

Most fines issued in 2011 are in the 10 - 15km over range, these will be more costly!
Some fines (not many compared to in the 10 - 15 range), are in the 9 over the speed limit range! these will be less expensive, however watch the tolerance drop! So there will be more caught!

This is the old/current fine structure
Speeding
Exceeding applicable speed limit on length of road—
by less than 15 kph $252
by 15 kph or more but less than 30 kph $371
by 30 kph or more $532

So it looks like anyone caught in the 10-15 km over range will be paying a lot more

Dont speed and keep your money and points.

If you are going more than 10kph over the limit then cop a stiff fine, if you are just being inattentive then you are going to pay less.

How hard?

i spent around seven or eight years working in regional NT and WA.. no traffic lights.. no speed cameras.. just local cops that would bust your chops....

within 10 mins of coming home to radelaide fulltime.. i was blown away with the amount of fixed, mobile, traffic light speed, red light, hidden, stashed, every sneaky bastard trick in the book 'safety camera'.......

big cities are just geared to suck $$$$$ out of you....

Ditto but after a month's worth of touring around the place! Give me regional anyday.
