Default engineering your car

A mate in lismore has a supercharged bomodore ute. It is fairly trick, vortech blower, 18's and on the ground. He got pulled up a while ago and they went over his car giving him a heap of fines, taking his car off the road and telling him that he would have to take it to victoria to get it engineered. Costing around $1800. I've heard that you can only get the emissions test's done down there but really was'nt sure.
For those of us that do have heavily modified cars in the far north nsw area, can we get it checked up here, what sort of money, or is it time to paint that intercooler black and lay low.
