No barricades, what were they thinking ?

What was suppose to be a fund raiser for disadvantaged kids, turns in to fatality due to no barricades IMO. Driver error yes, but if barricades were in place he wouldn't have killed them.

Organizes should be blamed for not being 'organized' I reckon.
