Exclamation boy racers

here in nz its getting to the point that boy racers are becoming such aproblem, the gov are talking about bringing in laws to crush there cars huge fines and loss of licence to me this aint going to fix the problem.
kids will still find cars to drive and the licence well i think they will just drive anyway.but over here we have no where to even if they want to on a friday and sat nite at least go and pop a few burnouts and hoon a little in a designated area
now i see over in aus u guys have local burnout meets in most towns real regular do u think this has helped with some of these kids giving them an area to let loose has it helped with the daryel hoons of the city?
