Default Top Gear power laps

I love watching these could do it all day. Was just watching a rerun with the Koenigsegg CCX (what a noise) but noticed a small thing when they were showing parts of the lap, at some points the lights were on and at others they werent. Ive seen a couple of stars in the reasonably priced car with the in car shot the tim on the clock changes. Whats going on here?

This isnt a dig at the show i love it and couldnt care less, its just a mere observation.
