I drive past that spot regularly and it is a slight decline towards the the next bridge you pass under and the road cambers away from the side he is doing work. The issue is, unless the person knw in advance and had a decent camera, the last two shots would have been taken by standing on the road, not a place of choice to take photos.

Look to the left of the leaking water, iti is defiantely not oil, looks like a copy of the same spill has been airbrushed out and the flaring of the image of the hoist and tool box looks like a photoshop job.
