A 17-year-old learner driver faces a series of charges after he was caught with nine passengers in his car south-east of Melbourne.

Police pulled over the sedan at Mornington just after midnight (AEST).

Acting Sergeant Patrick Hayes from Victoria Police says the sedan was unregistered and had false number plates.

He says eight people were crammed into the back seat.

"A majority of the occupants were in the back of the vehicle in the rear seats," he said.

"There were some lying across others some were on the floor and obviously the driver and passenger in the front."

Acting Sergeant Hayes says the occupants were returning home after a party.

"The driver really had no explanation," he said.

"He admitted to being a learner driver with no experienced driver in the vehicle.

"There was really not much more he could say with people finding nine other people in the vehicle."

The teenager will be charged with a range of driving offences, but police could not impound the car because he had not breached hoon laws.

Victorian Premier Ted Baillieu says he is shocked by the incident and will consider toughening anti-hoon laws.

"This is the equivalent of what we know as hooning," he said.

"Somebody who is being grossly irresponsible, putting at risk a large number of people in a vehicle, that's in my view hooning.

"Now if there is a gap in the legislation we'll deal with it.
"
While we all did silly things when young, actions like this just give more and more ammo to the pollies to make more and more idiotic laws....
Not defending the young lad at all either, but fake plates on an unregistered car....
(Oh and the car was an AUII!, not the usual suspect)
