personally, I believe that anyone traveling more than 10% below the posted speed limit should have to stay in the left lane unless overtaking.
Regardless of the posted speed limit, and regardless of the reason that they are traveling below the speed limit. I also believe that heavy vehicles should have to remain in the left lane unless overtaking at all speed limits. |
