You have your numbers all wrong poppa. The carbon price is $23 a tonne now and will go up slightly each year. In 2015 this set carbon price reverts to a emission trading scheme which used to have a floor price but now will be linked to the EU ets price and no minnimum price. So no lower prices till july 2015 at the earliest or the guvment loses the next election.
