Default Zetec wheels, need info

Hey everyone.

I purchased a set of four 16inch zetec wheels.

The wheels didnt come with steel sleeves in the holes of the wheel.

The sleeves are where the thread pokes through and the nut screws onto.

Does anyone with the zetec wheels know if the zetec wheels are MEANT to have this sleeve?

because my set didnt.... and it cost me 90 dollars to get sleeves fitted. lets say im not a happy camper.
