Default Confused !

Does anyone know exactly wat the RTA mean by "engine performance modifications" ? I am currently on my p's and i come under the new laws regarding wat we p platers cant drive. Prohibited vehicles are those with:

Eight or more cylinders.
A turbocharged engine.
A supercharged engine.
Engine performance modifications.
Certain high performance six cylinder engine vehicles

But wat do they mean by performance mods exactly, my mate has extractors and 3 inch system on his commodore and wen he was pulled over by cops to check his car, he was told it was ok (with those mods) ! so does it only apply to internal work or wat ?

PS. this is in NSW and i dont think any other state has introduced these laws :
