Default Capri Perana

Hi all trying to register the Perana and have some stumbling blocks. The car had no rear seat belts so the guy doing my blue slip made me put some in, I did that and took it back. Then he said that the normal top shelf mounting points were wrong and would strangle you in an accident of which I told him they are the original placing. He then insisted I would need an engineer to certify that.
So I called an engineer recommended by him waited a week and a half he came and reckons the mounting point at the wheel arches is wrong, he is happy with the top shelf mounting points but says the wheel arch points are not correct but to me they look like their 40 years old. So can anyone tell me where they should be and even send me a picture of the mount from inside the wheel arch as he wants me to either drill new holes and weld or glue fresh thick plates or grind off the 7,16 stud mount a plate and reinstall the stud. When I put the seat belt in it goes through the back seat rest bottom support through the chassis and into the 7,16 mounting bolt which I am sure is original.
You can imagine that I don't want to start hacking the car apart unnecessarily, any help would be much appreciated. Keith
