Same happened to me a couple of months ago coming back from holiday, fair go to the copper he gave me compliance (28 days to purchase a plate). $19 for the plate so it was a no brainer.

I was annoyed though as I only had one bike on the rack and it hardly obscured the number plate yet I see countless cars around with three or four bike on the rack and you cant even see the back of the car let alone the number plate.
