Default Vehicle Headlights; To Flash or Not?

I've noticed an apparent anomaly in the Victorian road rules.

Section 219 of the Australian Road Rules (2006) prohibits you from flashing your lights at oncoming motor vehicles. If you get caught doing so in Victoria, you could face an on-the-spot fine of three demerit points and a $455.01 penalty.

But...

The Victorian government’s installation of concealed speed cameras in 2013 caused the media to raise the question of whether "flashing warnings" to other road users would see more fines. Victorian Police Traffic Superintendent Dean McWhirter responded by encouraging road users to continue the practice in the hopes that it would build awareness about those newly installed concealed cameras. He said he "was happy for motorists to flash their lights to warn other motorists they were approaching a speed camera".

Incidentally, in Victoria 510,000 motorists paid more than $103 million (!) in mobile speed camera fines in 2013.
