Default re-registering a defected vehicle?

now, I do believe its illegal to sell a defected vehicle, well, I bought one. The person I bought it off also bought it defected. As far as I know, rego is still in the previous owners name (she had it transfered into her name while the car was defected)

anyway, I'm wondering if its possible to register this car from scratch? (the same as you would with an imported car from Japan)
