Default What could have got these cars a defect

hi everyone

noticed a few defected cars on the upullit stock list and wondered what would have likely got these defected when they didnt look like they had much wrong with them and what would likely reason be why people didnt fix them

faded or bubbling pant or different colour panels should be a problem if theyre all in good condition and no sharp bits

Would some have been on lpg and tanks were out of date

also would registered owners have been likely to have been known to police and they decided to find something or younger police taking over and want the latest and best
