Default drive belt noise 2008 ma mondeo diesel

morning guys,

hoping for a straight forward result from this question.
my 08 diesel mondeo is making a noise from the drive belt or pulleys, i have replaced the tensioner , the other idler puiley, obviously the belt and also have had to replace the alternator. what i have noticed is that the tensioner seems to " move alot " ( dosent stay still " and where the belt comes up around from underneath the a/c compressor it seems to flap or whip on its way back up. i have checked several times to see if the belt is wrong, but it is the correct length.

the funny thing is that if i put a very small amount of water / lubricant on the belt all the noises stop as does the flapping and the tensioner settles down, but return when the belt dries up.
