Default timing chain tensioner filter?

hi all. well today i bought a new timing chain set with all the gaskets and was just looking for other things i need and i noticed something. i am pretty sure the chain tensioner is supposed to have a filter in with it with 3 O rings either side? well heres a pic of mine that came straight out of the timing cover.




i'm guessing someone has worked on it before i had the car. should i get one and put it in or is it not really needed?

one more thing. is there any way to test that the regulator valve that supplies oil to the tensioner is working with the engine dismanteled?
