Default Approach Telecom???? ive been ripped off

has anyone heard of Approach telecom.
mum has been sent a bill from these guys saying she owes $157.
she has never heard of them and is very ****ed off.
i did some searching on the net and found this site

which basically says they are 'Dumpers'.
