Can anyone tell me how quickly a Subaru Impreza R can run 0-400m

No, you're wrong.
I read an article that said ALL subaru impreza R's run a 17.23 no matter what.

I take it you mean the new 'super STI' - The WRX STI Type R?

Basic specs:

Maybe some times released next week, but my guess would be low 13s

I think he means the base model Impreza (new model). http://www.subaru.com.au/models/impreza/

The $24,990 RRP one.

I'm guessing it'd do mid to high 16s.

110kW vs 221kW... hmm, I think the Spec R might be a little quicker! I'm wondering if '16s' is optimistic? Any car dealers want to give a car out for a 20 second test drive???

I recently sold a MY08 Impreza RS. All in all it was a good car, but yeah it was certainly no weapon from a standing start. I know our base Mazda 3 Neo we had would have owned it at the drags. The AWD system really hurts it from being a fast car. It handled well though.

agreed. Even though this new impreza R is lighter and has more kw than my faithful liberty wagon, the AWD system just weighs it down too much from the lights. It just bogs down no end. Once the revs build up its better, but certainly no wrx. Mid 16's is optimistic IMHO.
