A court hearing was told police later stopped them on a back road and said: "Do you think you run this town? We do."

Senior Constables Paul Bell and David Farrell are then alleged to have attacked the men.

One was kicked and hit with the baton and the other was punched and slapped.

Sen-Constable Bell, who is suspended without pay, was found guilty in Wangaratta Magistrates' Court yesterday of charges including intentionally causing injury and unlawful assault.


He was given a 12-month supervised community-based order and told to perform 60 hours of unpaid community service.

Farrell, who resigned from the police force in October, pleaded guilty last month to intentionally causing injury and was put on a 12-month community-based order, without conviction.

Sen-Constable Bell's solicitor, Bernie Balmer, said the officers had been frustrated at the road antics of the men they intercepted.

"People will be in two camps." he said.

"Some will say they got their right whack; some will say people can't be treated like that. Out of frustration, they've acted the way they have."

Mr Balmer said one of the officers had previously been shot at, and they had attended road deaths and suicides.

Victoria Police declined to comment because of the 28-day appeal period available to Sen-Constable Bell.
I dont really think they deserved to be bashed but how stupid are the cops to do this in front of the police car camera??

Doesnt mention if the hoons car got impounded either. No dates given for how long ago this happened so apologies if this is a repost.

Call me old fashioned, but the hoons were obviously taunting the police and deserved a good flogging. Shame it has ended the careers of the officers. I've noticed a general decline in respect for authority figures in my short (37year) life and I think that's a shame. I bet this kind of thing happened very regularly "back in the old days" and the police officers would have been roundly cheered for their actions.

I've noticed a general decline in the attitued of police towards their job and responsibilities. "Do you think you run this town? We do." is the kind of example I'm talking about. Perhaps that contributes to the declining respect for authority- it certainly has affected me.

Agreed, every police encounter I've had, whether it be a routine stop to being pulled over for speeding, has been met with extreme sarcasm and what seems to be attempts at invoking a reaction out of me.

None of my police experiences have been pleasant, and I've being "yes sir, no sir 3 bags full sir" 99% of the time, I really don't understand their attitude towards me. Now being 28 years of age and having this consistent behaviour by police since I got my license at 17, doesn't leave me with the best impression.

same.

when I got stopped to be defected (he wasn't even going to look at the car, just started writing out a defect) a man walking down the other side of the road yelled something, we couldn't hear it, so the cop yelled back "what was that" when the guy repeated it, the cop told him to "keep your mouth shut if you know whats best for you"

wait a minute, you just asked him to repeat it!?!?

Pretty unlikely that a member of the public, or a journalist, would have access to dash mounted camera/footage from a highway patrol car...

ridiculous behaviour from both parties. However, the police are meant to be displaying respectable behaviour. Does hitting people gain respect?

Not matter how many road side crashes, injuries etc. they have encountered, it doesnt warrant bashing someone and telling them they run the town. Its a contradiction.

While not condoning the beating (ok maybe a part of me is), there would probably be a lot more to this, as in these guys have probably been doing a lot of hooning around and probably getting a slap on the wrist from the magistrates.

At the end of the day, much like the other thread where bogans were doing burnouts in front of their own home for a wedding (http://www.fordforums.com.au/showthread.php?t=11351394) it probably escalated because the two coppers had had enough.

On the radio this morning they interviewed one of the Police officers lawyers (not the Police Association, they wanted nothing to do with it) and he said that it came to light when one of the 'Hoons' took photos of his injuries and posted them on Facebook. the rest as they say is History.
A liitle twist to the story as stated by said Lawyer is that one of the 'Hoons' has since apologised to one of the Policemans families for causing this outcome.
So should Police bash punks like this...well i guess not.
Should Punks like this be allowed to stir Police and provoke and have little respect and not have to answer for it....well I guess not.
On another note. This is a Country town and not a Rally, these cops get crucified but the behaviour of some Police at the Occupy Melb goes unanswered.
That's my 20 cents anyway.

I've been pulled over 4 times since I've obtained my license on September 6th last year, the first time the Officer was mean natured and made me out to be a "You're a P-plater therefore you are the scurge of society" kind of person, but no fines or defects etc.

All the rest have been very pleasant to deal with and concreted my respect for the Police force and what they do.

Some people do need a good flogging for the idiocy they show on our roads. But I don't agree with 3 big officers punching the crap out of them while they are cowering against the Police/offending vehicles on the ground. A display for highly unethical behaviour.

I dont reckon any occupation short of being a professional boxer gives you the right to bash somebody. And certainly not kick anybody.
I wonder what the public reaction would be if the guys getting belted took a swipe back and started into the cops.

This is Victoria, and in one of the mostly heavily policed areas of Victoria, surprised they didn't just shoot them. If they punched back no doubt they would have. And got away with it....

Just need to look at some of the videos of police brutality on youtube to know there's something bad in the police service that shouldn't be there.

Stupid gits for doing a burnout, but even more so for the cops. I understand their frustration but that's just decending to the other morons level.

Road side stops I've had a mix of good and bad.

One time I was accused of drink driving while on p plates. They left my friend in the middle of a suburb that's notoriously bad at night and told him "we're not a fu****g taxi service" when he asked to be taken to a safe place.

The whole way to the station they did nothing but try exercise their right to be as rude as possible. kept trying to get a rise out of me but I didn't bite, a friend who works in justice said that's the best thing I could have done, once you touch or abuse them its arrest and assault charge.

Got cleared but never once got an apology.

I respect their authority but some just have a god complex.

Correct.

I don't mind a moron getting a bit of a touch up for being a moron. The courts never do anything and a lot of dregs I used to go to school with were more concerned about what plod would do to them if they're caught being a ratbag rather than what the courts would dish out.

25 years on, the use of the naughty corner has gotten us to the point where groups of morons will stand toe to toe with police and abuse the crap out of them, knowing nothing will happen.

Its nearly wrong for anyone to even comment on this unless they have put their backside on the line and worn a badge for a living.

Doing a burnout in front of a Police station? Are these punks for real?

What did they expect from the police? milk and cookies?

Just a few years ago a hoon driver killed a bunch of people walking home from a party in Mildura, has anyone in this thread stopped to think of where hoon behaviour could end up? What about the poor coppers who delivered the death messages? Ever heard of Post Traumatic Stress Syndrome??

Good on the police for delivering a lesson to some punks who obviously needed it. I reckon they were only love taps anyway.

Then were does it stop huh?
I just watched the footage again then, the main thug in question should be locked up for bashing a person in custody that clearly presented no threat. He is an animal and if he did this he would do it again, and again, and if he has had a bad day probably to anyone. There is no excuse and you don't need to have worn a badge to tell that and anyone that thinks this is right is plain sick in the head and should be prevented from breeding.

I dont condone the actions of either party, both stupid and irresponsible, but "some" of the local coppers there have gotten away with much worse.

Some of that areas local coppers can be really good, i've been defected in the area before, but it was totally reasonable and after about 30 secs the copper was a resonable fella, but as with everything there is always a minority that take it to far (from both sides of the law) etc etc and ruin all.

I do agree to an extent .... what appears on the video is heavy handed and probably doesn't warrant the kind of attention the hoons got ...... BUT ...... no one here knows who these blokes were and being a very local community what they have said or done in the past for the police to react like this.

I could imagine the mouthing off that may have taken place and with the attitude that they are a protected species no matter what they say or do to anyone in authority.

Easy to sit in judgement based on 30 seconds of video with no sound with no idea on how long these blokes may have been a problem for the town. A few very good clips behind the ear may have been the only way to deal with them after a few years of public harassment. I agree, a good caning at school with six good welt marks on my backside was one of the best things that ever happenned to me to wake me up from idiot teenager behaviour. It taught me respect for the system. Sending kids to detention, if they indeed go to it, is a joke. At an early age they learn to disrespect the system so the net result as they get older is moronic things like what's happenned in this case.

If half these idiots had a good beating with a cane at school that would reduce young deliquent behaviour dramatically. Cops are sick and bloody tired or young hoons being slapped on back on the hand with a wet bus ticket by the judicial system, (no excusing the cops behaviour though, which is unacceptable), but the system is fundamentally flawed in my opinion.

Part of me thinks these idiots were deliberatly taunting the police so they got what was coming to them.
