E8 was what they called the Falcon platform back then from memory, and judging by the date it would more than likely the governments contribution to the FG's development. The 2012 E8 Project is probably the FG MkII, or the 2013 upgrade if its been put back.

This announcement is 5 years old, it would not effect the 2015/16 as Ford have not even applied for funding for it yet, they hadn't even got funding from HQ for the 2013 Falcon yet as of a few months ago AFAIK.
