Default Rear rotor screw removing

Best way to get the phillips head screw out of the rear rotor.
Won't badge grrr.

All good suggestions there, you can also soak it with a penetrant, then use a no.3 Phillips head screw driver and belt the handle with a hammer to shock it loose, then try turning it with the help of pliers if needed.
