Default Steering rack rattle / AC condensation.

Car: 1998 EL Fairmont

Bought it just before Christmas runs perfectly other than this little issue:

On rough roads, you can feel a distinct rattle through the steering wheel. This fairmont has done just under 100,000kms.

I thought it might be the reach adjustment or something like that loose as it feels like it is coming from the column more than the steering rack. Any ideas?

Also, the A/C filled up with condensation as there was some insulation under the bonnet blocking the drain hole. Should there be a pipe there? It looks like the insulation was disturbed at some point (I tore off the ragged bit looking for the drain hole and was rewarded with a face full of water : ).
