Camera suggestions for a project...

Hey all,

I am undertaking a small task for my company.
We are having a new office building built across the road from our current office. The area is around 50 meters away from our current office.

We are looking to set up a digital camera or webcam of some kind in a 1st floor window to take snapshots every 5 or 10 seconds or so of the building site, which will be stored on the hard drive of a PC. We may also look at streaming the video over our website (at a reduced resolution).

We require a high resolution camera, such that it will be able to read the number plates of cars that appear in view (security).

We are looking to use software something like

Is there any kind of digital camera/software setup where the software can induce the camera to take a shot every 5 seconds and record it to the hard drive?

Budget is anything up to around $1000 for the camera.

Any help or suggestins for the camera or software would be very much appreciated.
