In europe I had a Peugeot 205 GTI with MI16 conversion. It had 1.9 efi, DOHC Allloy head and block, extractors, straight through exhaust, K&N filter, custom cams, cam gears and computer with custom build 5 speed in a car that weight 890kg. It put 180hp on the front wheels with a rev limit of 8,200rpm and that pulled 14.5 at best on the 400m.
I doubt the mazda would....

mazda 323 GTX would be 1.6 turbo(B6T) or 1.8 turbo(BPT (or BPD if its a GTR familia) (depending on year of build)
they do 14s if they are turbo they did come in a 1.5 non turbo DOHC but they are RARE AS! known as the B5 it would be doing 16s if its a non turbo ALTHO if you put a BP 1.8 non turbo with minor mods(exhaust cai etc) into a KA or KB laser or its mazda cousin the BD 323 (of which are the lightest laser model you can get at around 800-900 kg).. you can do 15 second 1/4s easy (stock 1.5 carby does 18s) and with the turbo BPT motor you can do 14 flats on the stock motor!

1.5 na front wheeler familia with exhuast? probably a 17 -18sec quarter somwhere! i have to say though, a proper gtr familia 4wd turbo is not a slow car! and can be done up easily. little weopons. i have a worked 1.5 turbo front wheeler, i havent taken it to the quarter yet but a previus owner who originally built the engine told me he got a 14 flat at 105 mile running 10psi? i'm not sure how true that is. it weighs about 950kg. i would say your freind is dreaming! 14.5 for a gtr familia maybe, but not an na 1.5 front wheeler with an exhuast !
