Default stewart warner products faulty or not ??

Hi, I recantly purchaced s.w tachos
all electric
2-5/8" water temp
2-5/8" oil temp
3-3/8" speedo
3-3/8" rpm

I noticed the needles a not sitting on 0, is this normal
or is this from factory testing before they shipped them
out of production ???

most electric gauges will sit at 6 o'clock (down) until they are powered up, then should do a full sweep and settle on 0.
Do they not sit at 0 when powered up ?
