Exclamation Carburetor 91 KF Laser

I have been having trouble starting my car on cold mornings, suggestions from the maintenance manual is to adjust the carburetor choke plate. At the moment, it sits at around 2/3 closed as the 'closed' position and springs easily to fully open and back. Is this the normal setup or should the plate be moving to almost fully closed? If it is wrong, how do I adjust it, as moving the choke spring housing doesn't fix it?
