As horrible as it is, if people are just not up to the task of basic self awareness/safety....well......It's either that or enforce current laws more strongly.

If new laws like this keep on coming in over the years, it's going to get to the stage where society is going to be just a big mass of walking talking zombies with a 'government...' controlling how we live...
Its actually kind of scarey if you think about say in 50 years what sort of laws really could be introduced... example: illigal to walk anywhere (inc your own home) bare foot incase you step on something sharp are take up hospital resources...
