Default please settle an office debate - Surge protection jumper leads

Firstly yes spending a bit more is on good jumper leads is good however, for debate purposes,
if you wanted to jump start a late model car from full charge battery thats not attached to a car (in a battery box or similar) - does the surge protector still provide any level of protection?

The surge protector is to protect the electronics of the good car from the 'surge' (voltage spikes) as the bad car starts making its own electricity. It does not protect either battery, or the bad car's electronics.

If you take the good car away, and just use a bettery then there is nothing to protect.
