Queensland police will roll out a scorecard system for cops in an effort to reduce crime by 10 per cent.
The average number of traffic fines, random breath tests, street checks and calls for service per officer will be assessed on the scorecards along with budgets and overtime. Civil libertarians fear it’s a return to the controversial ‘‘kill sheets’’ of the 70s and 80s where quotas for fines were set. Queensland Council for Civil Liberties vice-president Terry O’Gorman says the system could lead to police abusing their powers to reach quotas. He says complaints were already being received about police abusing search powers in the wake of anti-bikie laws passed late last year. ‘‘Last year senior police indicated RBTs would be used as an opportunity to search cars for evidence of crimes other than drink-driving,’’ Mr O’Gorman said. ‘‘This has led to police unnecessarily searching cars and bullying and blustering innocent citizens into so-called ‘consent’ searches.’’ He said police must be made to tape all contact with citizens when the new scorecard system is in place and is urging the commissioner to introduce a rigorous monitoring system. Scorecards are being trialled in several areas including on some squads on the Gold Coast. Police Commissioner Ian Stewart told The Courier-Mail newspaper the scorecards were a way of ‘‘demonstrating to the public they are getting value for money’’ from the police service. He also said the system generally focused on the performance of a group of officers. ‘‘And then the team leaders then assess the individual members. The balanced scorecard is more about group assessment than individual assessment and that is one of its strengths,’’ he told the paper. This will lead to harrassment to meet quotas....

It's like these ridiculous fines handed out in the late weeks, its just the coppers fulfilling the quotas and being performance managed, like most of you are.
They are also sticking it up their Commissioner who has said all the gloves are off. Its quite funny because the coppers who wrote these fines are going to sit at a desk for the next six months answering the written investigations into their actions. That alone will put more coppers on the road, yeah, right. Meanwhile the adjudication branch will cancel lots of these silly fines along with the courts. Forgetaboutit!

If the police commissioner is pushing the police to write more tickets and investigate more crime won't the stats show an increase in crime rather than a 10% decrease?

We may get there one day but not anytime soon... Police states usually start with armed conflict and an admiral who is willing to fire on his own people. |

Sounds like a plan except I think admirals are usually in charge of all three branches of armed forces? Off course my knowledge of military hierarchy may be slightly askew...

It wouldn't surprise me if the cop from the 1k over fine, got in trouble for being to lenient on low range speeders so he gave that fine to somebody that would kick up a stink, to prove a point.

Firstly, I am not a policeman. but just on the job of a policeman. they are working for a living like the rest of us, they also answer to and are directed to do what is asked of them to do. like it or not. they have to. and I am guessing when called to an accident or a brawl and have to put themselves on the line, its their job and have to.
What is wrong with the hierarchy above the policemen up to senior commissioners is that a government with an ailing bank balance dictates these laws to prop up their bad management. |

Quotas are not just applicable to the police force. Most state run organisations are demanding 'quotas' be met. The 'state' pays for much mandatory professional development across many areas of its jurisdiction and expects commensurate results...
