Unfortunately as soon as government is mentioned in any project the contractors and subbies see lots of $ signs!

But this is where competent management assess the tenders and set a realistic internal costing target. Given how many layers of (mis)management there is within government departments, there's really no excuse, but then, public sector is wildly over-managed at the best of times frequently for no benefit.

A friend of mine knows a guy who was responsible for the state-wide roll-out of speed cameras. He did the entire job himself no issues. Along comes some upper management person from his department who says that simply wont do, he needs to have a manager to assist the process. So he gets a paycut, manager gets a nice salary and an assistant to help them, and he still has to do all the same things as before. Not surprisingly, he left.....
