The offenses with the highest penalties should be those related to awareness of other drivers and the surroundings

Sad part is these people that look at their phones every two minutes while driving probably drive less than a hour a day, but they still can't help themselves.

I admit I use my phone as much as everyone else during the day, but I still manage to never look at it while driving.
If I were to guess I would probably drive 2-3 hours on an average day.
It's amazing what you can achieve with a little bit of willpower. Exercise your willpower muscle, the more you do it the stronger it gets. It's good for a range of things, not just safe driving.
