Default Cooling fan - not turning on at 105 degrees

I changed the coolant on my sons 2012 Fiesta 1600. When testing afterwards we noticed that the fan did not come on when the temp showed 105 degrees. However, when the air con is turned on, the fan came on, and the temp dropped to 87 degrees.

Scanned all the codes, and found none.

Is this a normal condition?

Is it possible there was an airlock? I get that effect with the Alfas when a full drain and replenish is done. After about two cycles it settles.

That would be unlikely, as we drained 3 liters, and replaced the same amount.
