Older people don't have as many excessive speed accidents like young drivers,they have accidents which involve not looking/seeing properly eg not seeing the train on a train line or pulling out in front of a truck or not seeing the car comming from the other way when overtaking. Bringing down the age for compulsory retesting will weed out some of these problems. Retesting every 7-10 years for everyone will bring road safety into focus more often.
