Yes; the transfer papers give the rate payable. It's based on the sale price assuming it is within a reasonable range of market value. In other words, if you state you sold your F6 for $10K, there would be questions asked.

Yep, certainly do.
It basically works out at 4% of the purchase price up to $45000 and the 5% of the purchase price $45001 and above.

You'll need to provide a receipt to Vicroads stating how much you paid for the car and they calculate what you're up for to transfer the rego over. You're also up for a transfer fee, somewhere between $25-30.
