Default wax guard troubles

guys
i have a product on my second hand car called wax guard.
it has started to peel / bubble off.
now i dont know much about cars let allone car paint.
what should i do?

mods: double bladed silicon windscreen wipers,
new headlight bulb.
future mods: retractable radio aerial & cd player when someone on here tells me how to do it.

My guess is the wax gaurd is long gone & it's actually your clear coat peeling which can only be fixed by being reprayed.
