Yeah confused the crap outa me initially.
The Armco railing grabbed the Tyre (friction) and was caught enough to stop the wheel to a screeching halt.
Car momentum kept going, the ball joint acted like a pivot and the wheel spun 180 degrees. Hence the weird appearance.
