Biviano's in Windsor would have to be my pick at the moment

Biviano's is great.

Kuromond Wine Bar and Grill as well is good ... close for rennovations at the moment I think.

Also RedRum in North Richomond is pretty damn nice as well.

Another decent pizza/pasta place is Giramondo's in North Richmond as well.

I have been meaning to try out the Tandoori Village in Richmond too .... have heard very good reports from it (did a delivery there and I can attest the kitchen area is SPOTLESSLY clean).

THe Kurmond Wine bur had a small problem with the kitchen being well done (Small fire) but I beleive its all on track to be open again soon.

Ive heard good reports form Redrum but havent been yet Like wise for Giramondos

as for the Tandoori Village "ARE YOU KEN KIDING ME"? ive been getting regular take ways form there for ages, th efirday before last we had ditched the kids and desided ot go to the movies so we ate in there for the first time OMFG it was great, man it looses some quality in transit

The Summit Restaurant (rotating restaurant, CBD)

Came very close to being the best meal I've had in my life, and I've had a lot of meals!

Quite bloody pricey but damn, amazing views of the whole city, first class service and simply amazing food.
