Like LuvinmyEB said, the first thing to do will be to remove that stone chip guard and clean out behind it, then give the car a good wash, followed by some good old fashioned elbow grease combined with some polish and see how well that 20 year old paint comes up. Then I might see if I can get my hands on a better set of wheels for it without spending too much on it - those 195s it's got on now look far too skinny for it, I think 205s would be a bare minimum. To be honest, as long as it starts, runs and doesn't sound like a tractor, I'm sure I'll be happy with it
