No, he should choose what his current earnings allow, and if he works hard enough, he will one he will be on $100k per year. This is the ethic that makes a strong vibrant economy with opportunities for those willing to work for it.

In your world people would not work hard because they have their bits wiped for them. There would be no benefit to work hard, why bother? On the fast track to a Greek economy.
