A couple of years ago here in W.A, a lady crashed her car when the speed camera "flashed" she said it suprised her, she panicked and lost control. she almost hit the camera operator, however, the one good outcome was that the camera was a write off. As for setting speed limits, the lowest comman denominator is taken into account ie, the 1960's model car with razor blades, 4 wheel drum brakes, wallowing suspension and steering that requires half a turn to correct. And finally, the "safest" roads in the world km for km when taking into account traffic usage etc, are the Auto-Bahns in Germany, why? driver training education and the HIGH quality of the road condition and engineering standards.
