The F3 and Wyong Road interchange (think Tuggerah) is to be upgraded. Tis major work, so you can see the current proposed layout here (Pdf):-

The commuter car park would be mostly used by people heading to Sydney.
Trust the RTA to put it on the north bound side of the freeway. |

We sometimes get traffic banking up northbound on the freeway proper (with resultant crashes) in the LH freeway lane without lights, let alone tuggerah traffic heading north, which often has a trail of vehicles waiting to turn right, onto the current northbound ramp.
The interchange work, for the new northbound on ramp, is similar in design to the southbound Berowra ramp. Basically overall, a design without the need to stop as often, and one that caters for southbounders arriving from the dam/RTA works depot, Cobbs Rd.
