When will this occur?
Changes will be introduced in two stages:


All items listed for sale on eBay.com.au on or after 21 May 2008 must offer PayPal as one of the payment methods.

All items appearing on eBay.com.au as of 17 June 2008 must be paid for using one of the following:

PayPal
Pay on pick up (i.e. paid for when picking up the item)
Visa/MasterCard (with transactions processed by PayPal).
No other payment methods will be permitted.

Please note a small number of categories are excluded from these changes. Find out about these exclusions.


In line with these enhancements to safety we are introducing unprecedented levels of protection for buyers and sellers:

Increased PayPal Buyer Protection – up to AU$20,000
For eligible items purchased on or after 17 June 2008, PayPal Buyer Protection will increase to a maximum of $20,000 (based on the full value of your purchase, including postage).

New PayPal Seller Protection
PayPal Seller Protection has also recently been introduced to provide sellers with an unprecedented level of protection in the unlikely event of a claim or chargeback arising from an item not received buyer dispute or an unauthorised payment (eg from a stolen credit card).
Why is eBay making changes?
These changes are part of our ongoing commitment to protect our members. We believe buyers will be more confident shopping on eBay if only the safest payment methods are permitted.

In 2007 on eBay.com.au those who paid with PayPal were much less likely to enter a dispute. In fact those using PayPal were almost four times less likely to have a dispute over their purchase than people who paid with bank deposit. Plus, PayPal sellers were almost half as likely to experience an unpaid item as sellers who did not accept PayPal.

The data clearly shows that PayPal is a safer way to buy and a more reliable way to sell on eBay.com.au.

Buyers and sellers don’t have to share their financial details when using PayPal, which is one of the biggest fears consumers have when transacting online. PayPal eliminates this concern, making it one of the most secure ways to transact online. In fact PayPal topped the list of preferred online payment methods according to the Nielsen Consumer Report 2H 2007.

By addressing the main causes of disputes on eBay.com.au we will see a lift in consumer confidence. This will help strengthen the eBay community ultimately benefiting buyers and sellers, as well as eBay.

We realise that these changes are going to impact how you transact on eBay.com.au and we trust they will achieve the desired result of protecting our members and providing an even safer place to buy and sell online.

That's damn crap. I always use direct deposit. I guess I'll have to dig up the logon details for paypal and start using it then

If you go to a bank and borrow they cannot force you to move your business to the bank and close your accounts elsewhere. It is called third line forcing and it is illegal. Paypal is a financial service and this must be illegal.

Paypal fees are excessive anyway but what is to stop me seeling to you and you putting the cash in my bank? Ebay are getting too big for their boots.

Anyway, I've had sales to people who have used paypal and then they have claimed not to have received stuff (it never gets lost in the mail, it always turns up eventually) and then they have taken the money back out the payopal account and left me with a bill.

The Trading Post, TradeMe and Oztion are going to get a boost.

They say that ebay is an authorise representative of paypal.

Sheesh they own paypal for crying out loud. I would say that it would only be a matter of time before they start putting the ebay charges up.
Think of it this way for every $1000 sold on ebay they will collect a further $15-$20 by making everyone use paypal.

Well not me,I just won't sell on there again.

All the purchases I make on eBay are direct transfer. Used Paypal a couple of times up to my limit before they start wanting to diddle with my account. Pass. COD or nothing from now on.

lost my business, i only ever used direct deposit, paypal is crap!
if you buy from proper shops (powersellers) you're always going to get what you ordered.

I realise people are concerned about the charges but I guess they had to do something about the fact that so many people have been ripped and lost money with transaction of Direct Deposit.

Seems like a good idea to try to stop that from happening.

If you really don't like the PayPal thing then I guess only local selling will be the option or some other Auction site.

Paypal has no protection.

How to rip someone off using paypal:
1) Buy crap off some poor bugger using ebay and paypal.
2) Make paypal payment on Visa/MC/whatever
3) wait 14 days.
4) Dispute credit card payment.
5) get money back and ebay & paypal just wash their hands of it as it is a credit card issue. Credit card company does not care. Paypal takes money from vendor.


A friend of mine has had this happen to him twice.

There appears to me to be a huge opportunity to set up an Australian "oz-bay" but it would require significant resources....

I think sellers will be fine, its the buyers that will end up paying for it through higher P&H charges.

Personally I try to use Paypal where ever possible, due to the fact they refunded all of my money (inc P&H) once when I didn't receive my item.

The way things are nowadays with any big business (no exceptions) is that they are only in it for the money, the more they can make the happier they are, or are they??? They don't give a rats ar$e about consumers or the little man, it's all about the money they can rip from you, the more they make the fatter the CEO's wallet gets, and the better his redundancy package looks. :

PayPal is handy in that it is usually a quicker way for the seller to get his/her money and in return send you the goods, but people deserve to be able choose their own method of payment, and as far as PayPal being a safer alternative, safer for whom??? Once the seller has your payment and has transferred the funds they can do a runner anyway and eBay couldn't give a $h!t. Same old spiel " We are investigating your claim and will get back to you within XX number of days", meanwhile the ar#eho!e has your money and is sunning him or herself on a beach in the Bahamas. They won't lose any money, it's always the buyer who pays. There will always be a risk no matter what way you pay, because unfortunately that's just the way things are!! :

I dislike PayPal for the fact, they've closed my account and put a strike against my name!!!

heres my story:
someone stole $500 from my bank account, through paypal

paypal rang me, and closed that transaction, and sent the money back into my bank account

I get $40+ in paypal fee's(I have no F'n idea why) it wasn't my fault some looney requested $500 from me!!

i never paid the fee's, and my account was closed, i still owe paypal the money.. they'll never see it!

now that it is paypal only..... i wont be able to use ebay again

add me to the list of non-ebayer now.. :P

I use paypal heaps. It is really easy and the payments are instant. There is no question over who paid or when, you can't pay the wrong amount and it is safe for the buyer. The fees as a seller are a bit of a killer, but so are bank fees each time I withdraw cash or transfer via the net.

Hence why a friend of mine who was on Ebay for years and years no longer goes near it...

Oztion.com.au is a newer auction site...and they aren't the greedy pricks that Ebay are.

I have been ripped 4 times in 12 months by dead beat scammers. They sell something that never arrives. Fortunately all were paypal tansactions, and all monies were refunded. I lost nothing but time, and was inconvenienced.

Bring on the new system, it suits me given the scumbags out there. If you use a specific account for eBay/Paypal transactions and keep funds limited in it to what you need, then there should be no issues. Keep Paypal set to draw from that account, and refrain from using credit cards. That way you'll never need to bring a credit card problem into the equation.

As a buyer mainly, I see this move as a possitive one. As a seller, it adds to the charges but not significantly. So a higher p&h cost will be seen I guess.

I've signed the petition against that. I'm not happy about it either. "Fee"bay own Paypal and this to me is double dipping. I do use Paypal but only for paying, never for receiving because I've never liked the idea of having more fees than what I already pay, which are high enough. Now, I have to deal with keeping my money in my Paypal account up to a certain point to avoid withdrawal fees, and that's on top of all other fees. It's not right! Should have the right to choose what payment options to use/offer not be forced into only one. Not all buyers/sellers like Paypal. So it's caused quite a stir that's for sure.

I have an Oztion account so I'm making the move to there.

I always look for Sellers who use Paypal as these are the more Honest ones I have found & also if something goes wrong Paypal will after some Investigation refund the Transaction if the Seller looks shonky.

I am also Registered as a Seller using PayPal & the Fees are on a scale from below 1% to a Max of 2% I think so the cost to seller is very small on most transactions unless you are selling a car etc lol

And I have been using Ebay since 1999.

Bring it on & keep the Dishonest ones Honest.

We will see really fast who the Shonky Sellers are as they will Vanish.

Same here prefer pay pal sellers, pay pal also gave me a refund on 2 occasions after having problems with seller..

my mate from school lost 1,400 on a laptop he was saving up for. some guy who had 150 positive feedback ripped people off over i think about 50g. and he isnt going to see his money for a long time/never.
Now would you rather go to abit more effort to use paypal or would you rather deposit your hard earnt cash into some random persons bank account and hoping your item arrives one day.
How would you feel if it didnt turn up?
Now would you spend 20mins of your time setting up paypal or hours lying in bed wishing you used paypal?

The fee for credit card transactions using paypal as a seller is 3.4%. If you do 5 of these transactions you're forced to sign up for a business/seller account to continue accepting credit card payments and from that point on you're charged for all transactions, that includes those that were free with the standard account. :

Fair enough if you are an eBay business, but what about those that are just the casual seller who have sold number of items?

Early last year, they changed their policy so that PayPal *had* to be given as an option for payment. This is the next step. They're going to make a killing off the fees! :

I am not sure where you have seen 3.4% however here are the Fees from the Site which are Relevant:

1.1% + $0.30 AUD to 2.4% + $0.30 AUD for domestic transactions

MONTHLY SALES PERCENTAGES:

$0.00 AUD-$5,000.00 AUD 2.4% + $0.30 AUD

$5,000.01 AUD-$15,000.00 AUD 2.0% + $0.30 AUD

$15,000.01 AUD-$150,000.00 AUD 1.5% + $0.30 AUD

> $150,000.00 AUD 1.1% + $0.30 AUD

The above are for the Account type you say you are forced to use if you sell more than a few Items & below are the Fees if you just have a Few Items to sell:

Accept the following funded payments:
PayPal Balance
PayPal Instant Bank Transfer
PayPal eCheque

Free


I do not think the Cross Border fees are Relevant to most people as this would involve selling goods to another Country & only these are 3.4%

I am also not sure of how many Items you would need to sell to be forced to Migrate to the Business Seller account & again most Home sellers would not have to do this based on the amount of Items they are Selling.

I have not had to after 8 years on Ebay though I am Mainly a Buyer lol

And no I do not work for Ebay however I do not like inaccurate information & always try to show the other side of an Argument.

As a Buyer it is a Great Move by Ebay & Sellers will only increase prices for Postage & Handling to make up for the Fees anyways.

Well I only started using eBay about a month or two ago, and to be honest Direct Deposit is just so much easier. PayPal is a pain in the neck, takes forever to transfer funds across (I don't have a credit card so I use my bank account) and they charge you like a wounded bull for withdrawing funds. I have $1.65 US that I have to pay $10 if I want it back. eBay and PayPal can bloody well get stuffed.

I have been using Ebay since 2002. Before I had a bank account, it was Money Orders all the way.

For the past year or so, it's been bank account, and it's so much easier.
I have a Paypal account, but moving funds from my bank account to my Paypal account takes a week, and sellers are not prepared to wait that long for payment, and fair enough.

I am prepared to leave Ebay and move to Oztion.com.au.

When I pay with pay pal it takes only a few seconds with a couple of clicks on the mouse and the seller see this transaction in there account almost instantly.

Not if you set Paypal to pay from that account directly. Payment is instant as Spooly says.

By going premier/business, you have unlimited credit card payments at a lower rate but in return they screw you on the paypal and bank transfer transactions.

I haven't had to have a credit payment for a little while but I need to have the premier account to accept payment if they are made this way. Most of the payments I usually receive are the paypal and bank transfer transactions.

No problems, 100% my eBay transactions have been paid via paypal... but I understand that would upset some people that normally use other methods of payment.

Agree with both of you & whenever I have paid using PayPal the seller Usually sends an email thanking me for the Payment & says goods will be sent straight away.

It is the Bank Transfer that can take a week for them to locate at times.

I think it should be a case of the Buyer pays into an account which is held by PayPal & only when they receive the goods does Paypal release the Funds as I have been caught out by Dodgy sellers a few times even using PayPal as they empty their account & Credit cards.

Though a few Really Good sellers offer the PayPal Guarantee
