If you want to see what areas are covered in the Melbourne metro , chech out the transport/rail system for melbourne, as this covers the Melbourne metro area.

About Werribee to the W/SW
Melton/Sunbury to the NW Around Cragieburn to the North Lilydale to the E/NE Pakenham to the SE Frankston to the South There's still a bit of housing beyond those areas, but it's getting outside what is considered metropolitan Melbourne

Best way to find out IMO is see where the MFB stops servicing and where the CFA starts.

Dandenong is covered by the CFA and is well inside what is considered Melbourne Metro area. Those boundaries are a little dated - the CFA have maintained their associations with these outer metro areas.

Dandenong is country enough to me
 I agree that the MFB/CFA boundaries are probably a more accurate way of knowing. Another thing is to check the Melway and see where the Taxi service border is.
