tight but not to tight ......... LOL, never used a torque wrench to do up a rocker cover ever.

Aren't you thinking of the head bolts woodsy? They are a "use once" item...

If its the rocker cover bolts then they have a limit stop built in to the thread so they will tighten till the embossed section touches the head. Thats it.
If its the Head bolts throw them in the bin and buy new genuine ones as the original ones were snapping during service.
